In order to obtain its services to of any competent person to perform the duties of the Superintendent of the Civil Hospital, on Mr Yang's retirement, I was obliged to offer the full salary of the post.

In some Departments it is possible, when no one will accept vacancies on half-salary, to let matters remain until The Secretary of State has selected in England successors to those who retire or otherwise leave the service. But in regard to such a post as the one to which I am referring, it is absolutely necessary that not one day should elapse without a qualified Medical Practitioner being appointed to fill it.
3. Moreover these temporary vacancies are only likely to be occupied for a short time, I am unable to induce either Naval or Military Officers (and there are not any Civil Practitioners) to apply, to put themselves to the inconvenience and expense of moving into residence at the Hospital, which is some distance out of town, when they are not relieved from their own duties, without their being at least guaranteeing are
